At standard pressure the temperature of water cannot fall below 0 degrees Celsius (32 degrees Fahrenheit). Although cold water sinks, when it falls below a certain low temperature (close to the freezing point) it begins to rise--to decrease in density. That is half the answer.

The ground below the water is generally insulated by it, so it cannot get colder than the water above. The air above the water's surface, however, can easily drop below the freezing point of water. This is where the ice, which floats because it is less dense than the water, forms.

You may notice that in an ice tray place in a freezer, ice forms first at the top, then along the sides and bottom, and finally the cubes freeze through the center.

While there is still ice in the drink, all of the outside heat energy that goes into the liquid goes into melting the ice, and not raising the temperature of the drink. So The drink only gets warmer once every ounce of ice is melted!
