The TYPICAL reason that the radiator fan fuse blows is because the radiator fan has failed. Usually either a failed motor winding (coil of wire inside) or a seized bearing. Either way, you probably need a new fan.
You have a short somewhere. Find what the fuse is for and check/replace the wiring
It is very common for the starter to be the cause of that fuse blowing.
The fuse box on a 2002 I200 Saturn is located between the steering column and floor. It is position to the left of the driver, near the hood release.
Short some where.
The starter has failed.
Look in the fuse box.
Short in the wiring or the circuit is overloaded.

Check the wiring on the starter. Also check all grounds
My Saturn is a L100. I found the fuse in the engine compartment fuse box labeled BCM2 (body control module 2). Good luck!!
If the main headlight fuse keeps blowing out on a 2002 Kia Sportage, check for a short in the wiring. Also check to make sure there is no moisture in the headlight holder.
