I'm not familiar with this person, but after a short search I found a site that describes who this must be, a Japanese musical artist.
Apparently, his nose was burned in a house fire that claimed all of his family with the exception of his little sister.
His physical injuries healed, but he has apparently worn covering over his nose since.
