roxas does not look like sora but more like ven from kingdom hearts birth by sleep. this is because ven's heart integrated with sora's making sora use the keyblade and why roxas looks like him.
The out-of-game reason is that they have similar builds, and thus use slightly edited character models.

The story reason is that Roxas is Sora's nobody, created when Sora unlocked his heart to save Kairi at the end of the first Kingdom Hearts game.
And, as shown by other characters, there is a strong resemblence between the original character and the nobody.
