When a solid dissolves in a liquid, assuming it can dissolve in appreciative amounts, molecules from the solid slowly break off and begin to diffuse into the surrounding liquid. Therefore stirring quickly diffuses the immediate area around the solid allowing more molecules to break off quickly, hence allowing the solid to dissolve faster.
