The Sun appears to rise 2 minutes late due to atmospheric refraction. Refraction bends light as it passes through the Earth's atmosphere, causing the Sun to appear slightly above the horizon before it actually reaches that point. This delay is why the Sun appears to rise later than its actual position.
There is no specific number of minutes that is considered "a bit late."

Sunset this weekend (Aug. 10, 2012) in Miami is 8:00 p.m. There are various customs as to how late after sunset Shabbat ends (which is why I hesitate to give a clear answer). For the Rabbeinu Tam custom, the end of Shabbat is 9:12 (for locations with an 8:00 sunset). Some communities and synagogues observe earlier times than that (beginning around 42 minutes after sunset).

There is no law addressing this topic, so how many minutes an employee is allowed to be late depends on the employer.
The train is running 4 minutes late. It "needs" to be running 1/2 hours, or 30 minutes late. So it needs to lose 26 minutes, or 26*60 = 1560 seconds. It loses 4 seconds per minute. So it loses 1560 seconds in 1560/4 = 390 minutes = 61/2 hours.
Lombardi time is 10 - 15 minutes earlier than actual time. Hence if your meeting is scheduled for 9:00 am, Lombardi time says you need to be there at 8:45 - 8:50 or you are considered late.
