Not entirely sure you're asking but if you mix dry ice with rubbing alcohol (91%) the temperature of the liquid will drop to around -120 degrees F. It will not freeze but instead for a liquid nitrogen like liquid.

No matter how much you put in, there will always be a freeze point - the alcohol will lower the freeze point, but cannot prevent it from happening. The container you buy the washer fluid in should tell you what temperature it's supposed to work to.
