This is most likely due to a blown fuse. Even if the brakes are good, a blown fuse will cause this symptom. If, after replacing the fuse, it blows again within a few weeks, additional maintenance may be required.
These are most likely related - when the vehicle detects certain emissions faults it will turn off the vehicle's traction control - not a safety issue. The service light is on due to an emissions control fault - need to have vehicle scanned to find the source of the error.

The problem could be that the Electronic Brake Control Module has gone bad. I have a 2001 Grand Prix GTP which the EBCM has gone bad, which in turn has killed my ABS and Traction Control, and has also affected the variable assist steering. As I understand it, the EBCM is tied into all the hydraulic systems in the car, which is why the steering is affected.
