there are alot of reasons why, but the most common are fuel pump, timing is off, or you need a major tune up, and another could be the fuel filter. I would suggest trying the least expensive alternative to correcting the problem. Or you could just take it to a couple shops and see what they say and then go from their.
check for a spark from you r#1 cylinder and if it is fine then it is fuel related. If it's not fine check your distributor cap for wear

no there is no fuel shut off. This is correct, there is no fuel shut off switch on that early of a model, or any s10 for that matter.
A vacuum leak can do that. Check the gasket at the base of the throttle body for a vacuum leak.
no actually none of the caprice or caprice wagons have one its more trial and errorfor now, look at wires ,relays, fuses, and fuel pump to fix your fuel issues
Sounds like it's running out of fuel. Check fuel filter, vacuum leaks, fuel pump, etc.
