There are multiple theories as to why shiva chose the head of an elephant 2 of the most common being: 1.Shiva randomly shot an arrow an which ever animal it hit would give its head to Ganesh. 2. An evil demon by the name of Gajasur who had an elephant head was killed by shiva and his head was given to Ganesha.
