Did you take the old ( PROM ) out ? And install it in the new computer.
If its a old or used computer it may not be any good. I would check the wireing harnes were it plugs into the computer colsely

You can buy the check engine computer and the book comes with it. I know, I bought one. When your check engine light comes on, you plug it in and check the engine and it will give you the code and you look in the book for that code and it gives you the answer.
You must have an engine scanner to do that.
The fuse for the horn and the OBD2 diagnostic computer is the same n recent FORD and Mercury models. The computer controls the check engine light. So replacing horn fuse is also isturbing the OBD2 computer

it depends on the engine but check where the lower hose ends closest to the engine
Just unplug the negative terminal of the battery for about 10 minutes and that will reset the computer
