Congress forms committees for two reasons. The first being that a committee allows congressman to become pseudo-experts on a few select subjects as opposed to trying to be experts on all subjects that come up in front of congress. The second, is that this allows congress to deal with far more subjects at the same time by everyone in congress dealing with a specific realm of expertise and stops redundancy of the same bills being proposed to the floor by different congressman. Whether it be in the House or the Senate.
