I have a 1995 Riviera and the air filter is located on the drivers side underneath hood you will find a large coiled hose and you just remove the clamp and it is fairly easy to to put on.
Automatic belt tensioners do not require adjustment as they are spring loaded. They get replaced.

You might want to consider having your fuel pump checked out. If you ever let your fuel light come on before getting gas, and you do this often, it can lead to fuel pump damage. Its not a good idea. Get the pump checked out, it may need to be replaced. Either that or you may have a clogged fuel filter or line.
On mine I removed the motor and cleaned the commutator on the armature. A friend found his to be the switch on the door.
