sometimes the drums do not make a sound, because they are on the floor, so the sound cannot leave the drum. make sure it is above the ground and then play it, it should make sounds then.
there are some drums which don't need to be off the ground to make the sound, but make a better sound if are off.

Yes, they are removable. And yes, they also effect the sound of the bass drum. That is the reason that Truth and some other drum manufacturers offer custom drum kits without the tom mount on the bass drum. You can still get a perfectly beautiful sound from a bass drum with a tom mount though.
