With no changes in government activity, if the population grows the government grows. More functions are taken over by government because that's what the political system, taken as a whole (voting, lobbying, political contributions and so forth) want. Changes in circumstances like an economic downturn that threatens commerce, employment and so forth. A war that requires resources.
