Usually, 'cluster', refers to the instrument/gauge cluster or instrument/gauge panel that the driver looks at, containing the speedometer, fuel gauge, etc.

Try to reach up from underneath but if you dont have room or cant reach it then remove the trim around the instrument cluster and heater (all one piece) unscrew instrment cluster and carefully remove the cluster the lights are in sockets that are removed from the back

Is it just the cluster or the whole dash lights are out? If whole dash check the fuse or as I have had similar problem light this was the headlight switch and replaced it.
remove the top trim panel off the dashboard, the front trim panel from the instrument panel and remove the screws. good luck finding a replacement cluster

No, the YJ,s ended in 1995 i read on another jeep website 1995 was the last year they were made.a 1996 YJ is a leftover 1995 THERE WAS NO YJ OR TJ IN 1996- THERE WAS NO WRANGLER IN 1996 THERE AIN'T NO SUCH THING AS A 1996 WRANGLER. THE LAST YJ WAS THE 1995 MODEL. THE FIRST TJ WAS A 1997 MODEL. AGAIN NO SUCH THING AS A 1996 WRANGLER !!!!!!!!!!
