Claudius is concerned that Hamlet knows the truth about how he killed King Hamlet and has been watching Hamlet since he killed the king. When Hamlet kills Polonius he sees how unstable Hamlet is and that he can not take the chance and let Hamlet stay, which would risk his own safety. Claudius sends Hamlet to England so that on the way he can have him killed and he would no longer have to worry about the problem that is Hamlet.
He doesn't. It is actually King Claudius who sends Hamlet to England to collect the neglected tribute. (England had been defeated by Denmark in a war and had to pay a sum of money regularly to the Danish government as a result, but apparently they were behind in their payments.) Claudius has a further motive: he sends secret orders that Hamlet is to be killed in England by the English government. If this happens away from Denmark, Claudius believes a popular uprising would be less likely.

His first plan is to send Hamlet off to England along with Rosencrantz and Guildenstern. R & G will have orders to have the English execute Hamlet. That doesn't work out, however, so Claudius then proposes to make use of Laertes's desire to avenge his father's death, and have Laertes kill Hamlet. Or if that doesn't work out, Claudius proposes to poison Hamlet.

Claudius arranged for Rosencrantz And Guildenstern to take Hamlet to England with a letter that says to kill Hamlet. The letter is to be given to the King of England, but Hamlet steals the letter on the boat ride over, and replaces it with one that says to kill the bearer of this letter.
Rosencrantz and Guildenstern do more than one job for the king. The first is to try to draw Hamlet out in conversation, so they can know what is on his mind. Later they accompany Hamlet to England.
2 parts to this question... To get rid of Hamlet, King Claudius first sends Hamlet to Englan along with Rosencrantz and Guildenstern with a letter that requests putting Hamlet to death. This plan fails because Hamlet finds out and switches the letter resulting in the death of its carrier (Rosencrantz and Guildenstern). When he comes back.. the King tries to get rid of him by 1. Putting poisin in his drink (but fails and Gertrude ends up drinking it). 2. Poisining Laertes' sowrd so he would kill Hamlet while fighting, and he succeeds. (But of course that happens after Hamlet finds out and kills the King)
