Claudius was suspicious that Hamlet knew of his crime after the players had put on their show. After Claudius hears that Hamlet had stabbed Polonius, Claudius was certain that Hamlet was trying to kill him. To protect himself, he sends Hamlet to England with a letter and Rosencrantz and Guildenstern to deliver him. The letter contains instructions for the king of England to have Hamlet executed.

The first plan for killing Hamlet which we know about is to send him to England to deliver orders to the English authorities that they should put Hamlet to death.

Claudius is praying, and repenting his sins. Hamlet chooses not to kill him as doing so would send Claudius to heaven. He instead decides to wait to catch him in some sinful act and send him to hell for killing his father.
Hamlet's "To be or not to be" speech is written in a serious tone. Hamlet isn't contemplating suicide, instead he is philosophically pondering the purpose of life for a human being.
Hamlet was thinking about that question because of the things he been through like his fathers death and the killer being the uncle.
