I would guess the question refers to the story written in 1-Kings 21, where king Ahab wanted to buy the vineyard belonging to Naboth the Jezreelite. Naboth said: "חָלִילָה לִּי מֵיְהוָה, מִתִּתִּי אֶת-נַחֲלַת אֲבֹתַי לָךְ", ("The LORD forbid it me, that I should give the inheritance of my fathers unto thee." Kings 21:3). One would think, according to this translation that it is forbidden to sell inherited property to the king by command of Hashem (G-O-D). But in fact anyone how can read Hebrew understands that Naboth meant that he can not sell the property because of an ethical idea, Probely Because king Ahab was a evil king. That is the the "LORD's forbidding" mentioned here.
