Because brain has to grow. The nervous system including the brain does not continue to develop through out the life of the organism. It has an initial period of grow during the adolescence and then there is no more development (creation of new brain cells). In addition there is a critical window of development where if the organism is denied full sensory input function will be never develop. These experiments were done by sewing an eye shut in a newborn rat then looking at the brain. Since the size of a young child's brain is the same as that of an adult brain the head will be disproportionately larger.

Why does the brain cease developing? Not really known, but perhaps because the ability to learn is not dependent on new cells, but on new connections within the brain. Adding new cells is not enough as they would have to send out axons to the right places. This doesn't work in vivo as the myelin prevents axon passage.

So the metaphor is that we have small little microchips that work well if they have no errors in the manufacturing process, but if there were errors in the manufacturing process it is easier to discard the entire chip than to try to fix one part of it. Unfortunately our brains are like that microchip. If it develops properly then it is good for our entire lives, if not we are discarded by the evolutionary process.

Maybe because the brain needs to be ready for the baby when it has is born, but all other organs in different parts of the body can develop over time.? over the time the bones and other orgas get large because the body grows.in the other hand the brain only grows for a short peried of time.
