The military in Part One primarily uses slaves to clean up the parts of Portsmouth which have been caught in the crossfire before the Military gained control of the island.
The slaves also serve as hunter-searchers who will scour the abandoned buildings looking for anything that can be taken and used as supplies back in the quarantine zone. There may be other sinister reasons which have not been revealed in Part One.
