I think it's because the ice has a lower density than water, while a needle has a higher density than water, when it's metal anyway. If a needle is made of bone, it'll float.

Mass is irrelevant; the density of the needle is greater than the fluid it's in (water), while ice is less dense than water.

The ice is the water and if you mean ice like the top part only like thick then its because its really light and a nail is small and does not take up much space
