Because something hooked up to that circuit is pulling too much power. the Owner's manual should tell you what's hooked to that fuse, use that to start troubleshooting the circuit. Check power on any light bulbs attached for instance.

The fuse will blow as soon as you turn it on. Use the correct fuse and nothing else.

The Turn signal Fuse should be number 11 (7.5Amp) in the fuse box. Hazard Lights are on number 14 (15Amp).
You have a dead short in the wiring somewhere. It can also be the socket that one of the bulbs screws into is corroded or shorted out. You will have to inspect all the wiring to the fog lights and find the short.

OK... did it myself. Thanks wiki.. not! lol I took my main fuse box out, traced the wires to my headlamp, and found a spot of bare wire. I meticulously wrapped the wire in electrical tape and.... no more blown fuses and headlight function.

Most likely a short somewhere in the wiring, and possibly in the pump itself. $$$$$
