The nymph of a cockroach moults because the outer covering of the skin is hard and as the nymph gets bigger the outer skin splits therefore it has to shed its outer skin (case) so that it can grow to maturity

Because they have a hard 'exoskeleton' which doesn't expand as they grow. They need to shed their entire outer covering in order for their body to expand.
