There are 3 different things that can cause the security lights to flash constantly on a 2002 Saturn Vue. These things are a bad passlock sensor in the ignition housing, a bad BCM, or a bad PCM.

change the flasher relay
The security module has gotten confused. To correct, disconnect the the hot lead of the battery for about 3 minutes and then reconnect it. This resets the module and the light should not be on until the remote security lock button is pressed.
When alternative bypass security is enabled then flash should be done on a K750I otherwise it is unsafe to do a flash on the device.

Flash is not fully backward compatible, as some older Flash content may not be supported by newer versions of browsers or devices due to security concerns and the decline in usage of Flash technology. Adobe has officially ended support for Flash Player and encourages users to uninstall it from their devices to mitigate security risks.
Passlock not working properly.

All versions of Adobe Flash Encoders are designed to recode Flash clips as other formats, based on the security settings and permissions on the file you are attempting to recode.
The latest one which is currently Flash Player 10.There will be bug and security updates on between major releases.
