You are having a problem with your passlock II security system. You have to buy a new ignition mechanism
To reset the security system for a 1994 Cadillac, first turn off everything including the radio. Place key in the ignition, half turned on, and wait for 20 minutes. This will automatically reset the security system.
Generally, if a building has a security camera it will be turned on and it will be watching everyone. Sometimes if the camera has a swivel on it, you can see it moving side to side scanning all areas and if it becomes fixated on you, then they may be looking at you or at least in your general direction.
The security system has a relearn procedure but it cannot be bypassed.

Leave it in this position for about 10 minutes until the security light turns off, then turn the key back to the "Off" position. Finally, attempt to start the vehicle; this should reset the security system.

I have the same car. Mine doesn't start sometimes. It does not start after I have driven for ten minutes or so and stopped and turned off the engine for about 25 minutes. It will start immediately after it is turned off or ten minutes later, but not 30 minutes later. I have to wait about an hour or longer for it to start again. If I turn off the engine, then run back to the car every ten or fifteen minutes to start it, it is fine. I also think it will start if I turn on the ignition for 30 seconds or so before I crank it.
The 2003 Pontiac Grand Prix does come with a factory security system installed. If your security system is enabled it should have a "security" light that flashes when the key is turned on.
