If it is very hard to turn the Power Steering has serious trouble.
If it actually locks that's entirely different and will need to be repaired before any further use.,
leave the cap off the pump let it idle turn the wheel lock to lock

If you have a steering lock, that can lock your steering wheel in place, until you use the key in the ignition to unlock it.

If you have a 6 speed and the steering wheel is unlocked then the only problem is you have to reset the message everytime. Assuming you had the dealer remove the lock pin in the column during the recall. Automatic Vette models is another problem where the steering could lock up.
Put the key in and move the steering wheel until the key can turn
Jiggle the steering wheel as you turn the key. I've owned several cars in which the steering wheel lock wouldn't let the key turn if there was any pressure on the steering wheel lock.

Let me guess. You have power steering, right? When you turn the wheel all the way to the lock, the power steering pump is still trying to turn it further, which is why the steering feels jerky. You can blow up the pump, or a hose, by holding the wheel against the lock. You won't turn any wider if you let the wheel come back one quarter turn, but you will take the pressure off of the pump.
