My 2000 crown Victoria model P71 police package speedometer and odometer don't work how do I fix?

Check your fuse panel under the dash, fuse space #13, if it is blown replace with a 15 amp fuse. This fuse is for your cluster. If you have had problems with your headlights turning off without notice, when you have your headlights on, feel the column just above the turn sig/dimmer switch. If it is warmer than the rest of the column than your light control module needs to be replaced. If that module is bad it will continue to blow fuses so just replacing the fuse will not work but for a real short time.
