It is based purely on the persons mass and height. It does not take into account the difference between muscle mass and body fat so a person with a higher than average muscle mass may be scored as being overweight (i.e. carrying excess fat which is an indicator of potential ill health) when they are not.

Underweight: under 18,5
Normal: 18,5-25,5
Overweight: 25,5-29,9
Obese: more than 30
