usually means you have a bad bulb in turn signal side that is not lit remove lense and replace turn bulb remember the side that is not lit.
The switch is probably bad or you aren't turning the knob all the way off.
Check your turn signal stalk switch. In some cars, German ones in particular, this is an intentional safety feature. If the turn signal is not centered the parking lights stay on so it is more easily seen at night if the car is parked on the side of a narrow street.

if you leave the parking lights switch "ON" the lights will remain on, even if the car has been turned off.
If you are referring to the daytime running lamps (DRL) on Canadian Explorers not turning off when the parking brake is engaged, I believe that is a defective DRL module.
