Most commonly corn syrup is used to make hard candies. For the corn syrup crystalline state to go back into solution again just takes water. Common vinegar is about 95% water. The acidity of vinegar also helps. Corn syrup is made from corn starch by an acid hydrolysis process; it was soluble in an acid solution.

They will dissolve in most water-based liquids.

A "gummy bear" (aka gummi bear) is a fruit-flavored candy made from either gelatin or pectin (the chewy material), starch and sugar. They contain a considerable amount of water already, and will actually absorb more water if immersed for a few hours. But eventually the Gelatin will form a thin watery solution. This occurs even faster for hot water, or for acidic solutions like vinegar, which will break down some of the gelatin.
