Traditionally it did as up until Welsh devolution England and Wales was a single legal entity and followed the same curriculum. The English and Welsh system traditionally emphasised the depth with a small number of specialised exams compared to the Scottish system emphasising the breadth with more exams at a less advanced level. The National Curriculum in the early stages still continues to be very similar however their systems have diverged to some extent including the dropping of KS1 testing in Wales. The testing of all stages was taken over by the ACCAC in Wales. Since devolution the English system has pursued a more diverse choice policy than Wales. Wales on the other hand is developing a policy of using the Welsh language more as the teaching medium in pursuit of a bilingual nation.
