The addition of a solute (like soap) to the water can break these bonds causing it to spread. Also the gravity of the water molecules acting on one another want to form a spherical shape, where the molecules on the surface of the droplet will be equidistant from the center of gravity of the droplet. The water droplet is too small for the force of earth's gravity to overcome the surface tension, therefore becoming more negligible as the droplets become smaller. The wax in the wax paper prevents the paper from absorbing the water.
