These are strong intermolecular forces between the slightly negative oxygen atom in one water molecule and the slightly positive hydrogen atom in another water molecule. These bonds must be broken in order for the water to change from a liquid to a gas and requires a great amount of energy thus explaining water's high latent heat of vaporization.
