Noticed that in movies or TV? It's because the paper used to make black & white photos is not very sensitive to red, thus it can be used for a limited time and limited brightness. It's called a safelight. A proper safelight (as opposed to using red bulbs) is a better choice as the lamp fixture is designed to filter out more of the color that could "fog" the paper. To test the "safeness" of the light, you place a piece of photo paper on the enlarger board and arrange solid objects such as coins on the paper. Arrange them in a way that you will remember how they were oriented later. After 1 minute of safelight exposure, you remove one coin at a time at about 60 second intervals. If there are five coins, this will take six minutes. Then you develop the paper as normal, and when dried, look for outlines of your objects. If you see any, you can calculate for how long the paper can remain under the safelight without being fogged. Here is where it is important to remember the sequence of removal, as the orientation of the paper could change after the exposure. Depending on the type of work you'd be doing, you may need to move the light farther away or reduce the lamp wattage if the safe duration is not long enough.
