I believe that this is due mainly to the fact that the machines that wind the yarn can only wind it in a skein. Also, since the yarn is wound loosely in a skein, it appears to have more yarn than if it were in a ball, which is better business for the yarn company. Because of it's shape, a skein is easier to store than a ball.

Because, inevitably, when you get closer to the end of the skein, the yarn will begin to tangle. Sometimes, if you're very careful and lucky, it won't tangle, but more often than not, it does. Tangling in the yarn can cause hours spent straightening it out, especially with special bouclé or fuzzy yarns, and sometimes scissors are required and a good heap of yarn is wasted.

When the yarn is wound into a nice ball, it is very close to impossible for it to tangle at any point.

And besides, a ball looks neat and tidy at any point in the project, where as if a skein is halfway used up, it can look pretty junky.

Remember, appearance is everything!
