Sounds like it may have been replaced at one point with an inferior piece.
remove the license plate and reach up through that opening. Corvettes weren't designed to be easy to work on.
I found under the drivers dash on the brake pedal the brake light switch to be faulty. It can operate the tail lights but not the center brake light replace it. This was the case on my 90 vette.
The 1998 Chevy Corvette parking brake can be adjusted with the parking brake adjustment bolt. You can also adjust the parking brake cable.
There is only one compartment. The other one holds the anti-lock brake computer and module.
You can adjust your 1989 Chevy Corvette emergency brake into different ways. The emergency brake will have an adjustment bolt on the brake pad. The emergency brake cable can be adjusted to shorten or lengthen the cable.
Take off the rear license plate, and go through that opening, or if you prefer, it is also popular to reach up from below the rear bumper.

A 1967 Chevrolet Corvette brake diagram can be obtained from most Chevrolet dealerships. Many auto-parts stores, that specialize in automobile restoration, will have the brake diagram.
I can only assume that Z0, means Z06. There was not a Z06, in 97. And the brake calipers are the same for the two years.
