Sometimes it is a bad fan switch located just under the thermostat housing. Usually the temp gauge will hot in the city and normal on the highway. You can pull the plug off the switch ( with ignition off ) and use a paper clip to jump the terminals on the plug, then turn the ignition to on, not start and the fan or fans behind the radiator should turn on, if not it could be a bad fan relay in the fuse box. A new switch is about $40.
