I would start by checking the Catalytic converter. It is likely plugged forcing the exhaust gases back into the motor, fouling out the EGR valve and your oxygen sensor. Another cheaper problem is changing the spark plugs and wires. The plugs being dirty will cause the motor not to fire in that cylinder and the wire being no good won't send the electric pulse to the plug so it can spark. But it not going over 55 would likely be the catalytic converter and EGR valve, unless half of your spark plugs are horribly fouled.
