The horn goes off by itself on a 1998 Malibu as part of the security system. When the security system is enabled, noises and people touching the car can make the horn go off on its own.

See if you are getting power to the horn itself-they have a tendency to fail If not it could be relay or switch at steering wheel

Car alarm needs to de-activated.
It means the car is no longer safe to drive on the road. Take it to a junk dealer and buy american! :) Seriously, either a fuse is blown,the horn relay is worn out, or the horn itself is shot. Check for power at the horn and trace back from there.
If a Lincoln Town Car's horn whirls then the horn is broken and will need to be replaced. The horn is located in the bumper towards the front of the car.
Check the fuse which is located in the box where the relay is. If that's ok, there's a good chance the horn is no good. If you push the horn on the steering wheel and you hear the relay clicking, it's definitely the horn OR a bad connection at the horn itself. The horn is located on the driver side of the car in front of the windshield washer resevoir, behind the bumper and can easily be accessed from underneath the car. Good Luck.
