The rain does two things. First, it increases the moisture content of the air, and second, it cools the windows. Cold air cannot retain as much moisture as warm air, so when the warm, mosit air comes into contact with the windows on your car, it cools and deposits moisture on the windscreen. If you have air conditioning in your car, turn this on as it removes moisture from the air it blows in, so your car cannot steam up. Another technique I have heard of, but not tried myself, is to rub in a small amount of shampoo onto the inside of your windscreen. I don't know how it works but may be worth a try.
