Several reasons. The most common is the outside unit is dirty. If the coil outside cannot breathe the entire system runs hotter and can't cool efficiently. Other reasons would be low refrigerant, undersized equipment, too much heat load, inadequate insulation.

What is wrong with central air unit when you turn it off and it stays on but the outside unit is off?

Why does the fan on a central air unit run all the time when the heat or air is not turned on?

Because you have it set that way on your thermostat. Most HVAC people tell you that with the new high efficiency systems, you should leave the fan running all the time to constantly circulate the air so that you maintain a more constant temperature throughout the house. I don't buy it.
