This means there is something else causing your computer to restart.
Faulty ram
Corrupt operating system
Conflicting software
faulty battery (time)
It could be fault ram if you hear a lot of beeps
Detach all the external peripherals and then see if your computer boots into safe mode.
If it does not boot into safe mode then you would need to do a repair install or a clean install.
If it still reboots then it is a fault hard ware
by not touching the mouse...lol...

You can't disable it but you can prevent it from coming up by shutting down your computer properly. If it is starting up in safe mode with out your consent, then type in the run msconfig and then go to boot and uncheck the Safe mode Check box. If the box on the far right which says, "Make All Boot Settings Permanent" is checked, than uncheck that before applying and restarting your computer.

Some computers have a "hibernate" function which puts the computer in a low power/memory state, which resumes once you click the mouse, there's also a "sleep" function, which kind of "slows" yours computer down, while taking less power/memory, but restarting your computer after you shut it down will save energy because its completely off, not taking energy at all, starting your computer up would most likely take less, and equal out having it in sleep mode verses turning it off for a set amount of time then restarting it.
