He is hot, dehydrated, and uncomfortable; whining is the way he expresses his discomfort. To cool an over-heated dog, place him in an air-conditioned room and make sure he has plenty of cool water to drink. It may also be a good idea to cover him with a cool, damp towel. If, after all this, he is still whining, a trip to the vet for an IV may be in order, especially if he is not drinking much water.
