This usually means that the mother is expecting kits. Mother rabbits usually do this during the time they know that their litter will arrive. If your bunny is doing this see the vet immediately and ask questions on what to do with the babies.

My guess would be it is a female rabbit. But, if not perhaps he doesn't like where you have put his straw or he is bored. A female rabbit will do this when she builds her nest.
Unfortunately, when a female mounts and then pulls fur from another rabbit, whether male or female, it is an act of dominance or an attempt to fight. Sometimes this just might be the rabbits way of saying "I'm the boss here," and it might not lead to anything, but you must be careful as this could lead to a full on attack.
