I believe that you are talking about fresh water fish. Are there any fish besides the frog that remain on the top? There could be several reasons that are possible. One is that ammonia, nitrites or nitrates are too high. Amonia should beat zero. It could also be overfeeding. Take a sample of your aquarium water to where you buy your fish and they probably will do a water analysis for free. Another possibility is that there is a lack of oxygen in your tank. Do you have an air pump to create bubbles in your tank? It may be that the tank needs oxygen. Is it a new tank? When you begin a new tank you must allow the water in the tank to cycle. You should have allowed the tank to sit until the ammonia levels skyrocketed and dove sharply. Or you may just need a water change. Every so often you should change one fifth to one fourth of the water in your aquarium with water that contains no chlorine. It is possible that it could be an illness. Watch the frog for a while and note anything it is doing that is odd or different. Does it have any marks or sores on it or any other symptoms that it did not have before? Note anything that maybe different or something that you did or didn't do and talk to your local aquarium store owner. A knowledgeable store owner should be able to give you some ideas or even tell you what is wrong. If they wont help you or are not even able to give you ideas, then perhaps go to a more reputable and knowledgeable pet store.
