When you run, or exert yourself by any means your muscles are working at a higher rate.

This directly relates to an increased production of lactic acid, which results in cramping. A homeostatic mechanism to prevent and reduce the levels of lactic acid is to increase rate of breathing and the heart rate.

These two mechanisms coincide to increase oxygen levels into the blood stream (breathing), and increase the rate at which the muscles are saturated with oxygen, therefore allowing aerobic (with oxygen) respiration to continue.

When cramping starts it's a sign of lactic acid build up and anaerobic respiration occurring. When you stop running, heartbeat and breathing are still increased in order to repay the "oxygen debt" and clear the lactic acid levels in muscles.
When muscles are doing more work, they need more oxygen and more glucose, both of which are supplied by the blood. If the heart rate increases, there will be more blood reaching the muscles in a given amount of time.
When you exercise, your muscles are working harder and need your heart to pump more oxygen to them to keep going.
Muscles need more oxygen and glucose during exercise. They dilate their arteries to receive more blood. At the same time, working muscles push more blood in the veins to the heart. This increases the volume of blood reaching the heart. The heart therefore has to pump harder and faster.

Your heart has to pump enough blood to your muscles. Blood carries needed oxygen and other nutrients. Muscles need more blood sugar than almost any other tissue especially when working hard. The blood also has to carry away wastes.
