The first place to check is to see if the clip is attached to the horn itself. Sometimes they work themselves loose or accidently get knocked when a mechanic is working near it. Secondly, check the fuse in your fuse box. Lastly, depending upond the year of your vehicle, it may also have a relay in the electrical line, so trace the wire back away from the horn and see if there is a relay. This junction can also work itself loose over time, but if it is snug, remove it, take it to Napa, or your favorite parts store for another. If that is not it, then you may need to replace the horn, but if you are going to do that, go to a junk yard, and pick up a GM horn (easy to bolt back in) for a tenth of the price you would have to pay at your dealership. well, check all the fuses and check the horn relay if not work. if horn relay sound but horn not working, then you will have to check the clock spring for loose connection or tighting it.you can even look for bad wiring connection to the horn system.
Check the fuse, Check the connect to the horn and make sure its not corroded. Then if all that is good you need to take the horn off steering wheel. If you have airbags, you will need to disable them first.

On my '96 Cavalier, the horn is located in the front driver side wheel well. I had to jack it up, remove the wheel, and then access panel inside the well to get to the horn.
