Check the fuse!
ON THE STEERING WHEEL!!!! (Okay sure). the actual horn module that makes sound is under the hood. the wire is attached to the airbag. remember when your doing work near the airbag or with the airbag to disable it.
Check the horn fuse first, followed by the horn relay. If both of these are ok then the horn button or the horn are bad.
To fix the horn in a 1985 Chevy Cavalier, first check the fuse related to the horn in the fuse box and replace it if necessary. If the fuse is intact, inspect the horn relay and connections for any corrosion or damage. Next, locate the horn itself, usually positioned behind the grille, and test it by applying direct power from the battery. If the horn still doesn't work, you may need to replace it with a new one.
Check the fuse, Check the connect to the horn and make sure its not corroded. Then if all that is good you need to take the horn off steering wheel. If you have airbags, you will need to disable them first.

If a Chevy Cavalier cigarette lighter doesn't work, check the fuse. The fuse may be blown and will need replaced.

There is a bad ground in your headlight wiring i had the exact same problem with my 98 cavalier. Not sure which ground it is because there is a few of them.

2.2 and a 3.1 both will work but you will need to keep the same transmission with the same motor so thay will match up
