This problem is occurring with blackberry phones. It is because in most instances the user has been outside of their normal network coverage area. See http://www.blackberry.com/btsc/articles/378/KB14679_f.SAL_Public.html. Remove the battery and the SIM card to reset the phone and it should work.
I had the same problem. I disconnected my phone from the carrier's network under manage connections and then reconnected to the carrier's netwok. Problem no longer persisted.
